Job Overview
We are seeking a Senior Technical Program Manager (TPM) Financial Experience Must to lead complex, multi-million-dollar strategic technology infrastructure programs within our Enterprise Network Services (ENS) division. (LOCAL TO EAST COAST-NY-NJ-CT-PA-MD)
This is a hands-on, senior program leadership role—not a project coordination position. You will own the intake, chartering, governance, financial management, and global execution of foundational infrastructure initiatives supporting core banking, trading, and cloud platforms.
The ideal candidate brings deep technical fluency across Enterprise Networks, Cloud, Compute, Data Centers, and Resiliency, combined with an elite track record of driving complex programs from initial concept to deployment in a capital markets setting.
Key Candidate Requirements & Screening Checklist
- Financial Services Experience: Must have proven experience delivering infrastructure programs within Tier-1 Investment Banking or Capital Markets environments.
- On-Site Requirement: Candidates must be local to NY/NJ and available for an on-site interview and ongoing hybrid on-site cadence in New York, NY.
- Program Construction: Proven ability to build program charters, execution models, and governance frameworks from the ground up (not just managing inherited plans).
- Work Authorization: Open to US Citizens, Green Card Holders, and H1B candidates (C2C engagement).
Key Responsibilities
- End-to-End Program Delivery: Lead complex, multi-million-dollar technology infrastructure programs across global enterprise environments from charter through deployment and closure.
- Charter & Governance Setup: Author program charters, business cases, scope definitions, success criteria, roadmaps, RACI matrix, KPIs/KRIs, and financial models to secure executive approval.
- Multi-Workstream Execution: Direct interconnected technical workstreams across Network, Compute, Cloud Infrastructure, Data Centers, Low-Latency Trading, Engineering, Architecture, Cybersecurity, and Operations.
- Financial & Resource Management: Manage multi-million-dollar program budgets, financial forecasts, actuals, vendor contracts, and resource planning.
- Risk & Control Management: Own critical path tracking, cross-team dependency mapping, change control, and RAID management; identify risks early and execute mitigation strategies.
- Executive Stakeholder Management: Lead senior executive steering committees, translate complex technical issues into actionable business choices, and report on program health/milestones.
- Cross-Functional Leadership: Influence matrixed engineering teams and senior leadership without direct authority, fostering a high-accountability team culture.
Required Qualifications & Technical Skills
- Education: Bachelor’s degree in Computer Science, Engineering, Information Technology, or a related technical discipline.
- Total Experience: 10+ years in technical program/project management, including 5+ years specifically leading enterprise-scale infrastructure and network programs.
- Domain Mastery: Deep technical understanding in Enterprise Network Infrastructure, Compute, Cloud / Hybrid Cloud, Data Center Migrations, and Technology Risk.
- Financial Services Context: Strong understanding of high-availability, mission-critical, and highly regulated trading or financial environments.
- Tooling Expertise: Expert-level mastery of Jira, strong reporting capabilities in Power BI (or equivalent), and advanced knowledge management in Confluence.
- Delivery Methodologies: Command of Agile, Scrum, and Waterfall frameworks with the pragmatic judgment of when to apply each.
- Consulting Track Record: Proven success stepping into consulting or contract engagements with minimal ramp-up time and immediately bringing structure to ambiguous challenges.
Preferred Certifications & Background
- Certifications: PMP, SAFe, ITIL, Cisco CCNA/CCNP, CISSP, or AWS / Azure / GCP Cloud certifications.
- Program Exposure: Hands-on experience with global infrastructure transformations, data center consolidation, low-latency market infrastructure, or enterprise cybersecurity programs.
